Pitch counts for hamstring injuries make no sense. Either he is at risk to reinjure snap 1 or he's good to go. Snap 15 wouldn't put him at more of a risk.

This. You can either go full speed or you can't. If he can't, take a fuckin seat pussy. T.J. Jones is a decent #3.
 
Pitch count is about fatigue. He'll be good to go for every snap he's out there, but they'll limit his snaps so he's never playing tired (like everyone else in the 4th quarter). The body is at great risk while fatigued, so this simply eliminates the snaps that would have the greatest risk of re-injury.
