The Michigan donation machine

I got a request for end of year donations in the mail and noticed that in the section where you can allocate to certain funds (like engineering or music) they had 6 digit codes to specify the group. Six.

It's so complicated, and yet I'm a huge skeptic that all this careful attribution of funds to specific causes is really important, because they'll just move other parts of the budget around as they see fit anyway.

just like the lottery in Michigan and Illinois (and probably other states too) - they tell you the revenue goes to fund public education but they don't tell you that for every lottery dollar that goes to education, a general fund dollar earmarked for education gets reallocated to the general fund and spent however they see fit. At least that's how it was in the 90s.
