Good for him. The Legal Services Corp does its part, but still doesn't come close to ensuring everyone who needs a lawyer for civil matters can get access to one (ie pay for one).
it's been around since the 70's (Nixon actually signed the legislation for it) and was a bi-partisan issue until the 80's when corporate America more or less co-opted the entire Reagan administration. They really didn't like poor people getting access to attorneys to fight them over debt-collection practices, products liability, deceptive practices, etc.
Harbaugh is apparently on their board of directors.
