It was the incoming class of legislators he had to settle for who could not learn his distributive system of wealth that dropped the administration in the rankings.

Ah yes...the spread wealth option offense. Difficult to implement with the big, slow, Fed Chairman he inherited from Bush. Bernanke has certainly been trying to make reads and scramble, but I'm really surprised with the strong history of recruiting the Wall St. region, he hasn't found his own guy for the position.

There's a lot of competition from the other international banks, multi-national industries, liberal think tanks and universities for the blue-chip graduates and CEOs.
