possible new rule

Was listening to Dan Patrick talk about nfl looking at flagging rbs who drop their head to deliver hit to defensive player when outside the tackle box.

That seems a bit excessive to me, but in the new nfl I would not be surprised.
 
I dont see how that rule would even be possible. Some of that is reflex and a player bracing for a hit. Also if they are ducking under a high tackle is that a flag?

Why noy? 90% of the defensive penalties are reflex.
