to me, this makes no sense for the Rockets. Westbrook and Harden are the two biggest ball hogs in the NBA. They both need the ball in their hands to be effective.

Yeah I agree. It just seems like this is just a move for headlines and butts in seats. Houston owner likes to do this I think.
