I'm not talking about the actual combat - maybe it was Powell and not Rumsfeld, but I'm pretty sure Rumsfeld talked about it too - we fully expected to be there for an extended period for the rebuilding. Recall his comments about countries who weren't part of the coalition shouldn't be part of the rebuilding.

Yeah, b/c combat against Saddam's military ended in their defeat by May of '03, and he was captured hiding underground in a hole dug by his driver on his driver's farm near Tikrit in early December.

Of course, rebuilding a nation's infrastructure is usually performed during a postwar by private business contractors hired by their government, and doesn't include tens of thousands of occupying foreign troops used over and over in fighting protracted battles against so-called insurgents and organized religious zealots, as well as "rogue" citizens (many of whom lost innocent family members, friends, and or relatives as "unfortunate casualties of conflict") all considered as being terrorists...or killing thousands, and wounding, maiming, injuring, sickening and/or poisoning tens of thousands of innocent civilians...or indefinitely imprisoning and/or torturing hundreds of captured suspected "war" criminals and terrorists w/o being accused in formal charges.

It also doesn't include a "troop surge" 7 years later, or incrementally shipping $12 billion of said nation's seized assets in the form of hard foreign currency stacked on shrinkwrapped pallets, where soon after alleged "delivery" completely disappear w/o a trace.
