Its kinda weird, I think its likely because the Nats and Braves are tied for the division lead while STL is in 2nd place, but STL has a better record than both.

Yes, I think that is exactly why - if the season were to end with an identical wild card situation, both the Dodgers and the Giants would qualify; I think a tie breaker would determine which would win the division and which would qualify as the first wild card.

Pretty sure the Nats and Braves would play a 163rd regular season to see who would get the division title and who would be watching on television; with St. Louis being scheduled to play the wild card qualifier between the Dodgers and Giants.
