I kind of remembered/thought about Bunning, McLain, etc. Pitchers that had/have pretty good control around the plate will give up some homeruns.
Robin Roberts and Blyleven come to mind.

Even though he didn't lead the league, I remember Paul Foytack for a couple of years gave up a high amount, or HR to IP ratio was high.
 
Morris gave up a lot too, but did not lead the league when Blyleven was around!
