You are still not getting the point, that even though Billy did not veto it, Bush I would not have either, so your complaint is hypocritical.

No way of knowing, is there. History shows Bill Clinton signed the bill and thus made it law with democratic support.

No but it still shows a Democratic President, House & Senate passed it...takes the argument away from being Reagan's fault, doesnt it and that makes it "taste" better
