Yes.

The Tigers placed right-handed reliever Victor Alcantara on waivers to remove him from the roster; he was outrighted to Triple-A Toledo after going unclaimed.

In effect, he becomes a non-prospect. No team, including the Tigers, deem to give him a roster spot. He might still occasionally be called up to eat some innings by some team, but there is absolutely no expectations he will turn into anything at all.
