In the NBA if a person leaves the bench when a braw is going on, that player is subject to significant penalties.
They could do something similar in baseball-if a player leaves the bench of the hitting team who is not in the lineup, that person could be subject to significant penalties.
Obviously the same would apply to the fielding team. Maybe they could make an exception for the DH in the American League.
I say let the combatants go at it like they do in hockey, with the umpires jumping in when the fight goes to the ground. Anyone who piles on or starts another fight with a different player, they are ejected. Third-man in a hockey fight gets a game misconduct. Same should apply in MLB.
