There is no way anything can be delayed because constitutionally Barack Obama is termed out at noon Eastern time on January 20 of 2017.

The duly elected president elect of the United States-which is now officially Donald Trump-automatically assumes office simultaneously as Barack Obama is termed out.

There is one single ceremonial event on January 6 where the vice President of United States counts the votes of the electors in a joint session of both houses of Congress.

In 1988 George HW Bush would have counted the electoral votes that they declared him the president of the United States or the president elect officially.

I would you have to look back in time or maybe byco could step up but I think we might have to go back to Andrew Jackson in 1828 when the vice President counted the votes that actually made him the president.

1800 was the last election where the VEEP was the first loser. The Jefferson-Burr combination was too much for the nation to bear, and the 12th amendment was ratified in 1804.

I don't know when this ceremonial counting of the electoral votes by the vice-president in a joint session of Congress started; this election it's scheduled for January 6th.

I remember it was covered in 2000 by media somewhat when Vice-President Al Gore counted the winning electoral votes for Bush, I guess because of the anomaly of that election.

Assuming it's been going on for some time, Vice President Nixon would have counted the electoral votes for the victorious John F. Kennedy in early 1961; and Vice President Humphrey would have counted the electoral votes for the winning Richard Nixon in 1969.

Vice-President George H.W. Bush would have counted his own winning electoral votes in 1989.

Maybe I'll look on the interwebs and see if I can find out more about the ceremonial tradition.

EDIT: Apparently since 1948.

Looking at the submission of objections part of the code, I remember Maxine "No Justice; No Peace" Waters objected vehemently when VP Gore was doing the count back in 2001.

EDIT: Actually, it looks like the counting of the votes in the Congress by the seated vice-president goes back to the 12th Amendment that byco cited.
