Penn St. conspiracy theories

I was skimming Black Shoe diaries, wondering if there was any reaction to the MGoBlog post on Paterno's recent treatment by the media and I ran across this:

It's too long, I didn't read it, but if you skim to the bottom and view the voting results, it seems that while some of them acknowledge the Penn St. tried to cover the whole thing up, there's also a conspiracy theory kicking around that state government officials have steered the investigation so that it gets highlights Penn St's failings to minimize attention elsewhere (presumably their own failings, but I'm not reading that entire thing to find out.)

More people than the people at Penn State are at fault.

To many people, mentioned stuff to state authorities, even if they were just rumors or incomplete. State Board of Education, or any Police agency should of looked deeper into it.
