The "secret" order should be directing its vitriol at its own university athletic department for tolerating and sponsoring such a terrible football program. But that would be facing facts and it cannot have that.

Some places do just seem to be star-crossed. And some state schools are unduly influenced by state politics (UI was a lot like that.) Not sure about Rutgers but I suspect thats the case there. Tough to explain why a long established state school in a relatively wealthy and populated state like NJ hasn't been more successful academically or athletically.
Rutgers AD and HC are both new this year.
Their AD (Hobbs) was a law professor & law school dean from Seton Hall who was tapped by Chris Christie to oversee ethics and reform in his transportation department following the "Bridgegate Scandal." now... I may be biased due to my midwestern roots, but that association there strikes me as a red flag. in terms of relevant experience Hobbs also had 2 years of experience as an interim AD at Seton Hall.
I guess its not a terrible hire, since he does have experience in management/administration at a university, but when you just joined the Big Ten, don't you think youd want a guy more from Big Ten country, with more of an understanding of how they've been doing things? I mean not only is Rutgers the new fish in the pond... theyre a small fish in the pond. a small, sleazy, greasy fish.
Their new HC, Chris Ash has about 5 years of DC experience with Bielema at UW and Arkansas, and then a short stint as DC at OhioSt under Blurban Meyer. He's 42, and this is his first HC gig.
I think this is/was a pretty bad hire. Obviously HCs have to get experience somewhere, but it should be initially at a smaller school with less going on, or in promoting a long-time assistant groomed for the role AT THAT PROGRAM. Anything else, and you're taking a chance. This is just "Sound Management Practice 101." I wouldnt expect fanboys on MGoStupid to get it, but an AD of a Big Ten school should.
