The talking heads on CNBC were saying that as tax season is gearing up, IRS employees need to be maintained at full strength or taxpayers will take it out on both parties.

Courts closing going forward is also a concern that was talked about.

so don't point out the absurdity of him never shutting the government down in '17 or '18 to get his wall, because no president ever gets anything done in his first two years in office anyway.*
