23 Proposed Rule Changes

RULE PROPOSALS
1. Allow a coach to challenge any officials' decision except scoring plays and turnovers.
2. Subject all fouls to review
3. Subject personal foul penalties to Instant Replay review pursuant to a coach's challenge
4. Subject personal foul penalties to instant replay review.
5. Subject to instant replay review any penalty that results in an automatic first down.
6. A foul against a defenseless receiver may be enforced when a reversal results in an incomplete pass.
7. Reviewable plays will include fouls against defenseless players, and an unsuccessful challenge will not cost a team a timeout.
8. Eliminate the requirement that a team be successful on each of its first two Instant Reply challenges in order to be awarded a third challenge.
9. Expand plays for which reviews will be initiated by the Replay Official to include those that would result in a score or change of possession if the on-field ruling is reversed.
10. Add review of game clock on the final play of a half or overtime to Instant Replay system.
11. Add review of play clock to the Instant Replay system.
12. Put fixed cameras on all boundary lines.
13. Stadium-produced video may be used for an Instant Replay review.
14. Move the line of scrimmage for Try Kicks to the defensive team's 15-yard line.
15. Add a bonus field goal for one additional point after a successful two-point attempt.
16. Prohibit Team B players from pushing teammates on the line of scrimmage into the offensive formation when Team A presents a punt formation.
17. Both teams will have a possession in overtime.
18. Extend the prohibition for an illegal "peel back" block to all offensive players.
19. Give the intended receiver of a pass defenseless player protection in the immediate continuing action following an interception.
20. Allow for the enforcement of an Unsportsmanlike Conduct foul at the end of a half to be applied to the ensuing kickoff.
21. Make it illegal for a back to chop a defensive player engaged above the waist by another offensive player outside the area originally occupied by the tight end.
22. Permit clubs to assign additional jersey numbers to linebackers. Adds 40-49 as eligible numbers for linebackers, in addition to 50-59 and 90-99.
23. Makes it illegal for an offensive player with an eligible number to report as ineligible and line up outside the core of the formation.

I can't stand #1. As mad as it may make us around here, you shouldn't be able to challenge a flag. They are so incredible subjective.

I can see where you may read that and interpret it wrong though. The sentence isn't using the "additional point" towards the Field Goal, but rather the act that follows. Which in this sentence is after a successful two-point attempt.

So when does someone get the extra point.. in still confused.
 
See, the biggest problem I have is that none of this would have changed the call in Dallas. The call was clear as day, and the refs still picked up the flag. I can't imagine the refs going back to the replay and changing the decision when it will make them look like blind idiots.
 
I hate the additional possible point for fgs. If anything field goals should only be worth 2 points. Why do we want to encourage more kicking? It's not an exciting play at all. I'd like to see teams get a total of 4 challenges per game and they can be used for anything....and keep the auto reviews for scoring plays and turnovers.

The picking up the flag wasn't the problem.. it happens. Right or wrong it happens. It was the fact the penalty was throw, called, marked off then picked up.. Big cluster fk.
 
They should just move the kick off up and make it worth 1 point if it goes through the upright. If you miss they start on the 20, plus it keeps on side kicks in play and makes having a strong legged kicker more valuable.
 
Not sure I like that and wonder why the NFL is listening to the Colts. And somehow this will bite us in the ass..
 
I wonder if #23 will pass after all the brouhaha from Ravens v Pats. And if it doesn't, I wonder how many teams will start working on a version of their own. If so, the Wildcat just got supplanted by this as "newest fad".
 
As for the FGs and PATs, just leave it alone. Why they have to go messing around with that is beyond me other than they want to eliminate the 1 pt try. If that's the case, then just move the attempt back to the 50 yard line while making the 2 pt try from the 1. 57 yard XP or 2 pt try...looks like some teams will need to find a new kicker.

While they are at it, just remove the entire punt and kickoff aspects. On punts, the punter takes the snap from 15 yards back and kicks the ball. A receiver may catch it and the ball is marked at that spot, or opt to let it go. No blocking, no tackling, just a punt and catch scenario. Very safe. A botched catch can result in a 10 yard "penalty" from the spot of the catch. :D
 
and just make everything reviewable, period. if the review booth determines the on field officials made an error, then interrupt the game and fix the problem. don't waste time with the head official going under the hood, just review it within 30 seconds and call down to the field with the correct call, done. if a correction cannot be made within 30 seconds, then that means the guys on the field did a good enough job in real time and move on.
 
The whole FG after a successful 2 point conversion means a TD could net you 9 points.

Down 17 with 2 minutes to go and fans can say "all we need is a TD, 2 point conversion, FG+1, onside kick, TD, 2 point conversion and kick it for the win!"
 
Stupid rule I think, but if you are going to do it I think you need to make the bonus kick optional. You can either take the two points or go for the extra point.
If you go for the extra point and make you get the bonus point (6+2+1=9 total), but if you go for it and miss you lose a point (6+2-1=7 total).
 
heard on the radio today that mayhew was in charge of pushing a lot of these through.....looks llike we can add another thing to the looooong list of items he couldn't get done lmao.
 
Hopefully he isn't behind these proposed scoring changes. When the mathematics of score keeping exceeds the intelligence level of some participating athletes, you've gone too far.

Really don't understand this desire to change a working and proven scoring system. Adding the potential 2pt try was reasonable, these here are asinine and just flat out fucking retarded, and those submitting such suggestions should be banned from the league.
