Im not sure what Kzoo township did with their socialist commie tax dollars, because when I lived there, it seemed like they never bothered to plow their roads, at least not for a week or so afterwards.
Seriously, you can usually tell exactly where the city/township border is by how good the roads are on either side of it after snow.
Alternatively, here in RI, Ive noticed fleets of plow/salt trucks are out DURING the snow. It really threw me for a loop the first time, because Im not used to seeing trucks till after the storm has died down (so they wont have to do it twice in one day unless they have to). Probably has something to do with the yearly excise tax on cars registered here. Im not a huge fan of it, but given the fairly good road conditions here, id say most of it gets rolled into road maintenance and construction, which Im all in favor of given what Im used to from living in MI and WI most of my life. Id probably prefer I-95 to be toll, though. At least I could avoid that when I didnt need to use it...
