Half of these passes could be picked if they'd look in time. They aren't really being threaded although it looks like it because the defensive backs won't play the ball at any point.

Drew Brees or Aaron Rodgers would absolutely get that call. Someone wearing a Lions jersey does not. Stafford probably should have made a bigger deal about it. He didn't complain either.

Guessing possibly didn't hear the whistle.

If they did why didn't Stafford simply kill the ball like all other QBs do when they hear the whistle for delay of game.
