Its smarter to be up by 8. It forces the team to go for 2pts. If 2pt conversions were so easy, teams would just do it over kicking all the time.

The idea is to go up by 8 and force your opponent to go for 2 instead of going for 2 and risking only being up by 7 allowing your opponent to easily tie the game with only an extra point. 2 point conversions are not easy to get.
