I don't think it's just about the money (but that always plays a part). I just think that MLB realizes that there is no need for an average of 5 minor league teams for every ML club. That's about 125 "prospects" per team. I think they realize that most of those players have no shot at making it to MLB...so why keep/draft that many players?
International baseball has also diluted the MiLB system.
