The league found that the Dolphins did not tamper. Not sure how they came to that conclusion, but that's the final finding.
So as stated previously, it didn't matter if Mayhew filed charges or not. The league conducted its own investigation, and the results would be based on that, not on what Mayhew did or didn't do.
And in this case they just couldn't find evidence that the numbers were exchange prior to the three day negotiating window, or that there was an exchange of numbers that violated the terms of that window.
Investigation happened regardless.
