And this is exactly my point. The owners aren't smart enough to put smart people in charge, and there is a direct trickle down to the roster. That's not an acceptance of mediocrity, that's a reality that the people in charge are not capable of better. Are the fans "accepting mediocrity" by allowing an owner who makes poor personnel decisions run the team? Yes, but the fans have no say in the matter. Is the owner "accepting mediocrity" with managers and coaches, or does he just not have the ability to evaluate better himself?
My point is that the only people who truly accept mediocrity (or worse) are the fans. They are the only ones who have an alternative (become fans of a different team or none at all). But they are also the most powerless, in that nothing they say or do (barring the idea of a massive, concerted boycott) has any real bearing on what the team will do to improve on the field. Ford isn't actively hiring bad managers and coaches, he just doesn't know any better. The managers and coaches aren't actively drafting bad players or adopting bad schemes, they just aren't good enough to do differently.
The state of the franchise has little, if nothing, to do with accepting mediocrity. Because again, the only participants that do that are the fans. And the fans are often very vocal about opposition to mediocrity, but they have no real voice in the decisions.
