Porcello himself said he had no idea where the rumors came from that he was, said himself he always worked in the lower 90's.
What probably happened was he threw a few pitches in the mid 90's and a scout said that he Porcello could touch mid 90's, and than word got around that he was somebody who threw that hard all the time.
Stuff like that happens all the time with scouting of HS players in all sports.
Are you kidding me? He's touched 97 before.. No one is saying his fastball is RPG status.. Wrong. No ones velocity is "capped." All pitchers, even major league pitchers "touch" a certain speed, but pitch at a slower speed. Much like JV pitches at around 93-96 but "touches" 98-101. Porcello pitches at 89-92 and touches 95

I'm sure someone developed Rick into a more finesse guy which would allow him to get more movement...I'm sure he can dial back and throw 95 but I'm guessing that would be with far less movement.
