I don't believe at all they offered Suh 17 a year. It's all BS. Why wait until he's gone to offer that? If they offered it before he would have taken it.
The NFL has three negotiating periods...
The "open" period, when teams can do whatever they pretty well please with Free Agents.
The "negotiating position" period, when teams can state when they "theoretically" would do, without making an actual offer, for three days before free agency opens.
The "regular season and playoffs" when teams are not at all allowed to discuss terms of a potential deal with a player under contract with another team, but they do it all the time through backdoor conversations with agents and "friends" anyway.
Suh knew months ago the Dolphins would beat any offer the Lions made. I am sure we did offer $17MM a year, and I would be horribly shocked if they didn't try to beat Miami's offer.
Suh won't take it because the Dolphins will top anything we throw out, and he doesn't want to be here if the money is close. Why? because state income tax in Florida on the amount of money he's making equates to about $24MM over the life of the contract in Michigan.
The Lions would need to beat Miami's deal by about $25MM to make it a superior offer, and even then... Miami is a much more fun town to be in than Detroit.
I figure the Lions really need to up the offer by about $35MM to have a shot, and they can't do that.
