Baseball owners and the Players? Union are ramping up their negotiations in advance of the December 1st deadline for a new CBA. Failure to agree to a new contract by then could result in a strike or lockout.

One of the hottest issues on the table is the increased practice of tanking by organizations that allows teams to save money (and even earn a profit) and rebuild faster and cheaper. The current rules reward the losers with money and higher draft picks.

Two of the issues being floated now are requiring teams to spend at least $100 million (a soft floor) with monetary penalties for those who don?t meet the spending requirements. (Think of it as the reverse for what the luxury tax does for teams that overspend.)

Another proposal suggests changing the draft system so that losing teams not be able be to pick in the top 5 more than 2 times in a row.

Which change to the new CBA will have the biggest impact in preventing tanking?

1. Requiring teams to spend a minimum of $100 mill (soft floor w/penalties).

2. Changing the draft process so tanking teams can?t collect top draft picks every year.

The new CBA is going to include major changes. And when you want to make radical changes to the financials, it's going to take more than 18 days to get everyone in agreement.

Mid-level players are making less. Teams are freely tanking. Service time is being manipulated. A player's best years are under team control. Salary arbitration needs revamping. The list goes on.

Maybe both sides should have started negotiations before the end of April. Baseball can't afford to have yet another shortened season.

On December 1st, the current CBA expires. On the table are numerous negotiations including expansion of the DH role. Currently, the AL uses it but the NL does not.

Over the years, there have been many arguments about whether or not the DH rule should apply to both leagues.

In favor of it is the argument that pitchers focus on throwing, not hitting. They are also now the most expensive components of every team and an injury or HBP while batting is simply too great a risk. Others point to the DH as creating more excitement at the plate as pitchers are not known for their hitting.

On the other side, debate focuses on the value of not having a DH. Supporters point to tradition and the increase in game strategy. Others will add that having an additional player on the team, combined with another salary, could be better spent elsewhere. All are reasons to avoid adopting the DH rule.

Major League Baseball commissioner Rob Manfred wasted no time painting the players' association as the greedier side in collective bargaining negotiations - and the one responsible for the lockout that MLB owners implemented early Thursday.

At 12:03 a.m. on Dec. 2, minutes after the collective bargaining agreement expired, MLB.com published a letter from the commissioner to the league's fans. It was an effort to shape public opinion ahead of what could be a lengthy work stoppage. Owners didn't have to lock out players, but Manfred said it's a defensive measure to prevent a strike like the one that ripped apart the 1994 season.

Much of the letter outlined a financial playing field that is far from reality for most players - and far from the players' vision for the next CBA. The letter was also something of an indirect message: If players want major changes, it's going to be difficult. The owners will test their solidarity. The fans? They'll have to wait.
